Worst dedicated server providers we, or our friends had experience with:
GoDaddy - downtime around (99%)
AIT - downtime around (90%)
Sentris - constant outages totaled to about (20%)
If you are unsatisfied with your dedicated server due to downtime, you should consider colocation with a local company. Best of all, if you have friends in the industry, you may be able to access their data center anytime you need to, as much as you need to.
